You need to have your electricity supplied by one of the companies listed <a href="http://www.google.org/powermeter/partners.html" rel="nofollow">here</a>. If that is the case, then you should be able to get access to the software. How to do this will probably depend on the electricity carrier in question. San Diego Gas & Electric, for example, have a link on their website. Alternatively you could call the provider and ask them about their Google PowerMeter scheme.
