		<description>The existence of the caps is primarily due to pressure by the Energy Utilities themselves who effectively lose market share to the new energy producers.  They&#039;d prefer to keep everyone running off oil until the barrel runs dry.</description>

		<description>Any kind of cap seems unreasonable to me. It would be nice to see more things like feed-in-tariffs, but bills like this seem to be a step in the right direction.</description>
